The good news for you is that, unlike a Landlords Gas Safety Certifiate that can only be carried out by someone who is Gas Safe Registered, the Health & Safety Executive states that you can carry out your own Legionnaires Disease Risk Assessment as long as you are competent!
Notice the word 'COMPETENT'. . . So what does this mean?
Let's say you choose to carry out your own risk assessment and something goes wrong at your property that results in your tenant becoming sick. It may be that they have consumed some contaminated water, or it could be that they have contracted legionnaires disease (Legionnaires Disease is a potentially fatal illness caused by inhaling contaminated droplets of water). For this example, lets remain optermistic and say they have just become sick due to consuming contaminated water in your property.
In this situation there is a good chance your tenant will seek compensation for their illness, meaning you now need to proove to a court that your property is a safe place for your tenant to live and it is your tenants failure to comply with the risk assessment that you provided them with, has caused their illness.
(This is why it's important to, firstly take in to account any specific health issues your tenant may have when completing the assessment, but to also re-evaluate the assessment at the start of a new tennancy.)
DISCLAIMER: Please note that I am not a legal professional and this is just how this topic was explained to me whilst being trained in prevention of Legionnaires Disease.
Providing you can demonstrate to a court that,
1: You are competent and have a thorough knowledge of the 'Legionnaires Disease Prevention Guidelines'.
2: You have a full understanding of the 'Water Regulations'.
3: Your property fully complies with both the legionnaires disease prevention guidelines & the water regulations.
4: You made your tenant aware (In writing obviously!) of their role in the prevention of legionnaires disease at the property.
. . . you shouldn't have any problems!

I'd like you to pause for a moment. I'd like you to REALLY think about this. Are you completely, 100% confident that you would be considered competent in a court of law IF something happened at your property?

In some cases, particularly older properties where a previous owner may have done some DIY, it's not uncommon for us to use a thermal imagaing camera and even a fibre optic camera to help identify specific pipework. . . . Do you have these devices to help you confirm the purpose of suspicious pipe?
